Converts pure or mixed waste metal and non metal chlorides to low chloride content dry oxides and recovers dry hydrogen chloride and hydrogen for direct reuse using “dry” superheated steam. Avoids caustic scrubbers and handling and disposal of gelatinous hydroxide waste and extracts free hydrogen from the steam and recovers it as hydrogen chloride which thus contributes “make-up” hydrogen for reuse. For example, SiCl4 + 2H2O => SiO2 + 4HCl
